		<description>The last time I looked into this there was considerable debate about whether there was a viable distinction between act versus rule ulitarianism: after all what is it to act on a rule, but to act in this individual circumstance according to bigger picture of possible circumstances.  

My recollection is that the philosopher Jan Narveson wrote on this - I could look it up, if you are interested.</description>
