If we had a negative carbon tax that applied to offsets, the burden of proof would be on the offsetter to go to the taxing authority and prove additionality, permanence, etc. The incentives for monitoring would work a little better (although the problems with EITC fraud suggest it would still be far from a walk in the park).]]></description>
