    The editors’ reports of what they would do may not be a very good predictor of what they do. Another plagiarism problem is stealing from working papers. Combining my first two thoughts: The examples of plagiarism I have heard about have been BY editors. A paper would be rejected and the editor would publish a very similar paper in the same journal.
